An organization compounds capability only when its learning survives the work that created it.
Organizations learn constantly. Projects uncover constraints, incidents reveal failure modes, modernizations expose dependencies, and architecture records tradeoffs.
The question is whether that learning survives long enough to improve the next decision. When it does, knowledge stops behaving like documentation and starts behaving like infrastructure.
