Knowledge becomes durable only when responsibility survives its creators.
Much of the knowledge an organization depends on has no owner.
The standard is still published. The procedure is still followed. The decision is still quoted. But the people who created them have moved on, and nobody inherited responsibility for keeping them true.
Knowledge nobody answers for still gets treated as official.
